In theory, yes. That wouldn't show up if they didn't accept messages. However it may just go to their Web LJ account and they have to login to receive it in full. Otherwise they might just get a notification from LJ that they have a message.
I don't think that necessarily follows; it may be true, but my understanding is that it means that you should use the livejournal "send this user a message" functionality.
I think not necessarily. Emailing username@lj works for all Paid and Permanent accounts, but I think the Private Message function is a separate thing (though I have mine set to notify my by email when I get one).
Leaving a private message and sending an email to the name@lj are not actually related events, per se. The Private Message will send a message that will appear in your messages. If you happen to also have the setting checked that alerts you to private messages, you will also get an email letting you know you have one and what it says.
If you send an email to the username@lj account, it will, if it's been set up, forward that to their personal email account that they have linked.
